Peer-reviewed research demands data that is sourced under explicit consent, documented to a level that supports independent replication, and accessible through stable interfaces with versioned schemas. Ad hoc data extracts undermine reproducibility and rarely survive peer review.
Institutionally the federation must establish a research-data layer separate from operational systems, with anonymisation, aggregation rules and ethical-approval workflows built in. Without this, every research project negotiates data access bilaterally, slows to a halt over consent and governance issues, and ultimately delivers smaller, less comparable studies than the underlying community could support.
