The Referee Delegate is the federation's senior observer appointed to a major competition to verify rule compliance, evaluate the on-field officiating team, and submit a structured post-event report. The delegate is independent of the umpire team, works through a standardised compliance checklist, captures private observation notes, and produces evidence that feeds umpire performance tracking, promotion decisions, and federation-wide compliance audits.

For each competition above a defined threshold, the federation appoints a referee delegate from the senior umpire pool, selected for impartiality (not affiliated with a participating club) and for the appropriate grade. The appointment generates an assignment with terms of reference: the compliance checklist to complete, the umpires under observation, and the deadline for the report.

On site, the delegate works through the compliance checklist covering venue conformity (court dimensions, lighting, scoreboards), tournament regulation accuracy, registration procedures, jury composition, equipment checks, and protocol observance. Any non-conformance is logged with a free-text note and may be tagged for follow-up. The delegate also records observation notes on each umpire's performance: positioning, decision quality, communication, mannerism, and adherence to FIPJP procedure. These notes are private to the federation rather than shared with the umpire directly.

When the competition closes, the delegate completes the standard report template within the configured deadline. The report includes a summary verdict, the completed checklist, observation notes per umpire, any recommendations for the organiser, and incident references for cases that escalated to the disciplinary system. The report is filed against the competition record and routed to the federation's officiating commission. Observation notes are appended to each umpire's evaluation history, contributing to grade promotion decisions, reassignment decisions, and the periodic audit-sampling that ensures consistent officiating quality across the federation.

Across the weekend he observes each of the four umpires on rotating courts, logging private notes on positioning and decision clarity.

After the final, he submits the standard report within the 72-hour deadline: the venue passes with two minor non-conformances flagged for next year, and his observation on one promising regional umpire is appended to that official's evaluation history, supporting an upcoming grade-promotion review.
