Today a district might discover three days before a championship that the lead umpire is unavailable and no qualified backup exists nearby. The coordinator then makes desperate phone calls trying to find someone willing to drive 90 minutes on a Sunday, or runs the event understaffed.

Either outcome damages the event and the umpires involved. Without a forward view of who is qualified, available and reasonably proximate, coverage planning is reactive and crisis-prone, and umpires resent being asked at the last minute.
