Gouvernance et réglementation

Medical Commission

Anti-doping compliance (WADA), Therapeutic Use Exemptions, player welfare.

En bref

The Medical Commission protects player health and Olympic eligibility through anti-doping compliance, Therapeutic Use Exemptions and welfare oversight. The platform delivers risk-based testing planning, a guided TUE workflow and ADAMS-compatible data exchange so a small medical team can meet WADA standards across 100+ federations.

Motivation

Clean sport, player health and safety, WADA compliance for Olympic eligibility.

Contexte

The Medical Commission typically counts 3-6 sport physicians and an anti-doping officer, supported by national anti-doping organisations (NADOs) that conduct most testing. Their budget for international testing is a small fraction of athletics or cycling — perhaps a few dozen tests per year covering the entire FIPJP pool.

They must nonetheless satisfy WADA's Code-compliant Federation requirements to keep pétanque on the Olympic-eligible list, including Registered Testing Pool maintenance, TUE adjudication, education programmes and result management. Many member federations have no medical infrastructure, treating the commission as both regulator and helpdesk.

A single mishandled TUE or missed whereabouts filing for a top player can trigger a WADA non-compliance review that jeopardises the entire Olympic file.

Les besoins en détail

1

A risk-based testing planner that prioritises a limited testing budget across players, events and disciplines using ranking and competition data.

Pourquoi c'est essentiel

With perhaps 40-60 international tests annually against thousands of competitive players, every test must count. Today targeting decisions rely on the commission's institutional knowledge and a few spreadsheets — which players are climbing rankings, which events feed Olympic qualification, which national programmes have integrity flags.

This is opaque to WADA auditors who expect documented test distribution plans. It also misses athletes who climb suddenly between assessments, leaving the highest-risk profile under-tested while routine cases are over-covered.

Anti-Doping Module ingests ranking changes, event participation and performance jumps from the World Rankings and competition results, scoring each athlete on testing priority weighted by event significance, sudden form changes and prior test history. The Player Database surfaces eligibility and TUE status alongside, so test mission orders are produced with full context and the distribution plan is auditable for WADA review.

2

A guided TUE workflow that walks players and physicians through WADA requirements and produces complete, decision-ready dossiers.

Pourquoi c'est essentiel

TUE applications submitted by players and their physicians frequently arrive incomplete — missing diagnostic evidence, dosing details, alternative-treatment justification or specialist letters. The commission then plays email tennis for weeks, sometimes missing competition deadlines and forcing a player to withdraw or compete uncovered.

Worse, an approved TUE that does not meet WADA's standards can be retroactively voided after a positive test, turning a clean athlete into an Adverse Analytical Finding case. The administrative burden is enormous relative to the small physician team.

TUE Workflow guides player and prescribing physician through WADA's required fields, attaches mandatory medical evidence, validates completeness before submission, and routes to Medical Commission reviewers with translated supporting documents. Decisions, expirations and renewals are tracked with automatic reminders.

Approved TUEs sync to ADAMS so the WADA-recognised record is never out of step with the federation copy.

3

ADAMS-compatible data exchange with national anti-doping agencies so whereabouts, results and sanctions stay synchronised without manual re-keying.

Pourquoi c'est essentiel

ADAMS is WADA's authoritative system, but federation-level player data, TUE records and sanction outcomes must reconcile with it. Today this happens via manual entry by NADO officers and federation staff, producing duplicates, version mismatches and missed updates.

A whereabouts violation recorded in the federation system but not in ADAMS becomes a WADA finding against the federation rather than the athlete. Medical Commission staff spend hours each week on data reconciliation that adds zero clinical value.

Comment Petanque Life y répond

ADAMS Integration provides bidirectional sync for player records, TUE decisions, test results and sanctions through the official WADA APIs. Whereabouts updates entered by athletes in their app propagate to ADAMS within minutes; sanctions imposed by the Disciplinary Commission appear in ADAMS without re-entry.

Reconciliation reports flag any divergence so the Medical Commission acts only on real exceptions.

En pratique

On a Wednesday afternoon the Medical Commission anti-doping officer opens the testing planner. The system has flagged a women's doublette pair from a small federation whose ranking has jumped 48 places in six weeks ahead of European Championship qualification, with no test in 14 months — risk score 87. He approves an out-of-competition mission, the system generates the test order in French and the athletes' native language, and notifies the appointed Doping Control Officer.

Later, a Spanish player's physician submits a TUE for a corticosteroid following knee surgery; the workflow has already requested the MRI report and surgeon's letter, the dossier arrives complete, and a commission reviewer approves it in 20 minutes. The decision syncs to ADAMS overnight; the player and her national federation receive translated confirmation before close of business.

À quoi ressemble la réussite

  • WADA Code Compliance Questionnaire: full compliance maintained continuously, zero open findings
  • TUE applications adjudicated within 21 days: 95% (vs ~60% on manual workflow)
  • Test distribution plan auditable to player level for previous 24 months: 100% coverage
  • ADAMS reconciliation discrepancies per quarter: under 5, with mean time to resolve under 48 hours
  • Risk-targeted tests producing actionable intelligence (positive, missed test, irregular profile): 3x manual-targeting baseline
